At Wellington College Education (China) (WCEC), we have a robust, multi-layered governance structure that provides strategic oversight and accountability across all our schools. It consists of three key components: the WCEC Executive Board, the School Affairs Boards (SABs) and a series of sub-committees.
The WCEC Executive Board serves as the top level of governance, approving group-wide policies and overseeing the Central Office. Each Wellington College Education (China) school then has its own SAB, which is responsible for its governance and strategic direction. The SAB handles critical tasks such as hiring and evaluating school leadership, setting the school’s development plan and evaluating its progress, as well as monitoring educational and financial performance.
To provide more specialised and in-depth governance, the SABs have delegated certain responsibilities to four sub-committees. These allow for deeper analysis and decision-making in their respective domains.
The Academic Sub-Committee (ASC)
The ASC plays a vital role in evaluating the academic performance of our schools. The ASC closely examines a range of data and evidence, including:
• Quality of teaching
• Pupil attainment and progress data
• Public examination results
• University destinations of graduates
The Facilities and Services Sub-Committee (FaSC)
The FaSC oversees the physical infrastructure and support services that enable our schools to thrive. Key duties include:
• Aligning capital expenditure plans with the educational needs of pupils
• Evaluating the quality and effectiveness of services such as catering, uniforms, and transport
• Approving long-term facilities maintenance and improvement plans
• Signing off on capital expenditure budgets for facilities and IT
• Ensuring that robust environmental health and safety measures are in place across all WCEC campuses
The Finance and HR Sub-Committee (FiHRSC)
The Finance and HR Sub-Committee (FiHRSC) is tasked with safeguarding the financial sustainability of our schools, as well as overseeing the development and compensation of our staff. Specific responsibilities include:
• Approving annual operating budgets
• Overseeing the creation of multi-year budgets aligned to each school’s educational plans
• Ensuring staff salaries are competitive externally and equitable
The Safeguarding and Child Protection Sub-Committee (SCPSC)
The SCPSC operates across the group. It is dedicated to upholding the highest standards of safeguarding and child protection. Through this sub-committee we uphold our uncompromising commitment to the safety and wellbeing of every pupil in our care. The SCPSC’s key duties are to:
• Review safeguarding updates and reports from the schools
• Monitor the implementation of WCEC’s safeguarding action plans
• Ensure all safeguarding training remains current and in line with best practice from the UK
A key strength of this model is the diverse composition of our boards and committees. We have a balance of full-time, paid employee governors and unpaid, non-executive governors. Appointments come from both Wellington College in Crowthorne and WCEC. The full-time governors bring deep institutional knowledge and administrative expertise, while the non-executive governors provide a wider range of external expertise in areas such as school leadership, academics, finance, legal matters, HR and facilities management.
This blend of voices ensures transparency and accountability while also enabling a more collaborative approach to governance. It has also garnered recognition within the wider field of international education. Most recently, the Council of British International Schools (COBIS) named Wellington College International Hangzhou a Beacon School for its governance practices. It is the only school in China to hold this title. Such an achievement underscores our steadfast commitment to setting the standard for effective, modern school governance.

Ros Marshall OBE is the Managing Director International for Bright Horizons, a global Early Years education and childcare company and the largest provider of employer-sponsored children's day care, back-up dependent care and tuition services.
Prior to joining Bright Horizons, Ros was the CEO of Taaleem, one of the leading groups of private international schools in the UAE.
Ros's formative training and experience were gained through 27 years with Sodexo, a global leader in international support services, before joining Nord Anglia Education PLC, where she served as Chief Operating Officer. In 2010, Ros was appointed CEO of kidsunlimited, a leading provider of early years care and education in the UK, which was acquired by Bright Horizons in 2013.
Ros was honored in the Queen's Birthday Honours in 2021 for her services to education, the British Council and the National Children's Orchestra of Great Britain.

Edwin Wai
Ed Wai is the Group Estates Bursar at Wellington College UK. An architect by training, he was formerly a Partner at an international property consultancy in London and holds an MSc in Construction Economics & Management from UCL. Ed began his education at The Perse School, Cambridge, before completing his architecture degree in Hong Kong.
He is fluent in English and Cantonese. Before joining Wellington, Ed led the Estates Masterplan at Cheltenham Ladies’ College, overseeing major projects including new boarding houses and a flagship sports centre. At Wellington, he leads the Strategic Development Masterplan, focusing on pastoral, academic, and wellbeing priorities. He is the WCI lead for campus development at the College’s international schools, having been involved in the establishment of international schools in Asia, the Middle East and Africa. Ed is a Director of Wellington College Services Limited – a commercial subsidiary of Wellington College UK.

Cathy Xie is Dean of Huiyan International College (HIC), Faculty of Education at Beijing Normal University. She previously worked in Peking University, specialising in research on school leadership and teacher professional development. Her research interests include educational policy reform, international education and school change. She has been a (co) principal investigator of several international, national and provincial projects commissioned by the Education Section of Embassy of the People's Republic of China in the UK, Development Research Centre of the State Council. She has published several works in China and the United States.
Cathy has been involved in teaching and leadership practices in Chinese K-12 state and private schools for almost 20 years. She worked as Director of Academics in Kaiwen Education Group, the key founding member of the private school, and deputy director of the International Curriculum Centre of RDFZ (High School Affiliated to Renmin University of China). Her expertise in principal leadership development and teacher professional development is reflected in many school workshops and consultancy.
Cathy obtained her PhD in Educational Leadership and Management in the University of Nottingham, UK. She completed Master of Public Administration programme at Renmin University of China, majoring in human resource management.
Cathy is married and has one daughter who is currently studying at the High School Affiliated to Renmin University of China, Beijing.

Xueming Liang is now Senior Manager of External Affairs and Campus Development at the Cheung Kong Graduate School of Business. Over 20 years of her career, she has been dedicating to international education exchange and collaboration. She previously worked for the Ministry of Education's China Education Association for International Exchange (CEAIE), Hanban/Confucius Institute Headquarters (now Center for Language Education and Cooperation), the US Embassy in China, the University of Chicago Center in Beijing and the Tianjin Juilliard School.
In these positions, she had overseen developing and implementing collaborative educational programs with European countries, establishing and managing Confucius Institutes and Confucius Classrooms in North America, South America and Oceania, providing official consultation to Chinese students who want to pursue higher education in the US, facilitating academic exchange and collaboration between American and Chinese university faculty and students, as well as strategising the development and external affairs of China-US joint venture education programmes.
She once worked with the Cultural and Education Section of the British Embassy in Beijing (British Council) and the Higher Education Funding Council for England (HEFCE) in initiating and implementing the China-UK Higher Education Leadership Development Program. She particularly enjoyed working with Project Trust in placing Gap Year students from the UK to teach English in Chinese middle and high schools in western provinces.
Xueming obtained her BA in English Literature and Linguistics with a second major in Economics from Peking University. She later received an MPA degree from Ball State University in the US while working.
Xueming is married and has two daughters. The elder daughter is studying in the US and the younger daughter is attending primary school in Beijing. She likes reading and travelling in her leisure time.

Ed was a pupil at Wellington College a long time ago! After four years studying Classics at university, Ed worked in the City for twelve years in various equity and credit research roles before moving to a private equity hedge fund. Then, around the time of the financial crisis, he decided to move his family to Crowthorne and started a completely new career as an Economics and Business teacher at Wellington College. In his career at Wellington Ed has been a head of department, a housemaster (of his old boarding house), director of admissions and now Head of Wellington College Prep. Ed is also a Governor of Wellington College International Tianjin.
Ed is married to Kate and they have three sons and a cockerpoo! Holidays are spent at their house on Anglesey in North Wales where Ed pursues his passions of walking, running, cycling and sailing!
